Structured English Immersion (SEI) Fast Facts

Administrative Code R7-2-613. J.1 requires a SEI, ESL or bilingual endorsement of all classroom teachers (elementary, secondary, career and technical education

and special education), supervisors, principals and superintendents.

􀂃 Provisional SEI Endorsement

All persons certified before August 31, 2006, holding a valid Arizona Elementary, Secondary, Principal, Superintendent, Supervisor, Career and Technical,

and Special Education Certificate must complete the 15 clock hours or 1 semester hour of approved SEI Provisional training and have this endorsement added

to their certificate to meet the requirements for the Provisional SEI Endorsement. (Mandated R7-2-613 J.2.c.)

All persons obtaining a valid Arizona Elementary, Secondary, Principal, Superintendent, Supervisor, Career and Technical, and Special Education Certificate

on and after August 31, 2006, must complete 45 clock hours or 3 semester hours of approved SEI Provisional training and have this endorsement added to

their certificate to meet the requirements for the Provisional SEI Endorsement. (Mandated R7-2-613 J.1.)

*The fee will be waived when you add the provisional SEI to your certificate.

􀂃 Full SEI Endorsement:

Within three years of obtaining the Provisional SEI Endorsement, all persons holding a valid Arizona Elementary, Secondary, Principal, Superintendent,

Supervisor, Career and Technical Education, and Special Education Certificate must complete an additional 45 clock hours or 3 semester hours of approved

SEI training to apply for their Full SEI Endorsement. (Mandated R7-2-613 J.1.)

􀂃 Reciprocity:

The requirements for a Provisional SEI Endorsement may be waived for a period not to exceed one year in accordance with certification reciprocity as

prescribed in A.A.C.R7-2-619.

􀂃 First Time Issuances of a Provisional Career and Technical Education Certificate:

The requirements for a Provisional SEI Endorsement may be waived for a period not to exceed one year in accordance with certification first time issuances

of a Provisional Career and Technical Education certificate for applicants qualifying under options A, C or D only.

􀂃 First Time Issuances of a Provisional or Administrator Certificate (Out of State Graduates only)

The requirements for a Provisional SEI Endorsement may be waived for a period not to exceed one year in accordance with certification first time issuances

of a Provisional or Administrator Certificates for applicants graduating from out of state teacher/administrator preparation programs only.

􀂃 Certificates Requiring SEI

Arts Education (Art, Dance, Dramatic Arts, Music), Career and Technical Education, Elementary Education, Principal, Secondary Education, Special Education,

Superintendent, Supervisor

􀂃 Certificates Exempt from SEI

Adult Education, Athletic Coaching, Emergency Teaching, Emergency Substitute, Guidance Counselor, JROTC, School Psychologist, Speech-Language

Technician, Speech-Language Pathologist, Substitute

Those classroom teachers holding a full English as a Second Language (ESL) Endorsement or a full Bilingual Endorsement do not need to obtain the Full SEI

Endorsement, however nothing in this rule prevents school districts from requiring certified staff to obtain an SEI Endorsement in addition to an ESL or Bilingual

Endorsement as a condition of employment. (R7-2-613 J.1 & 4)

State Education News

Update and summary of HB2732 schools; third grade retention   The third grade reading retention bill was significantly amended last week (April 2010) in the Senate before it was passed by the Legislature and sent to Governor Brewer.  For the most part, the floor amendment moved the bill in a better direction and addressed many of the issues AEA raised during testimony in the Senate Education Committee.  Most significantly, the effective date was moved to the kindergarten class of 2010-2011 (so when these students would be in third grade in the 2013-2014 school year).  In addition, a "conditional enactment" was added to the bill so that if Proposition 100 fails (May 18 sales tax), then the third grade retention policy is repealed.   The Senate floor amendment did change the membership of the new "Task Force on Reading Assessment."  The changes to the Task Force added two additional charter school members, thus bringing an equal number of charter school people and school district people on the task force.    The AEA still had problems with the bill as it passed the legislature because of the severe funding cuts to K-12 education these past two years.  The timing of this bill's impact will be especially difficult with the strain our school employees are under as they deal with no state-provided full-day kindergarten funding coupled with the reality that many school districts are increasing class sizes, cutting reading specialists and para professionals, and have less supplies/instructional materials then ever before.
